First I would like to should Start with what do you mean by Android?
Android is a next generation open source operating system for mobile platform, it is based on Linux. So you can develop your own application according to your need and can be used in your mobile devices.

Who Started it?
Google is [who bought Android Inc in 2005] and the initiator in forming Open Handset Alliance, with more than 34 companies to promote and to develop an application and take advantage of open source platform.
Companies include handset manufacturers such as LG, HTC, Motorola and Samsung, chip firms such as Qualcomm, Intel and mobile networks like T-Mobile, Sprint, Verizon and China Mobile.

Your Benefits?
You can enjoy the desktop like features in your mobile device , 3G network enhances its performance. You can also develop your own application and run on this platform. At present Google has announced $10 Million gift for the developers who develop cool and innovative application for Android.
Criticism:
Some says it is not fully open sourced, some parts of SDK are still propitiatory and closed source.

Breaking News:
The Inside source says, T-mobile is launching Google’s Android also know as GPhone this Month [June 2008] in US market.
