Who should be Punished for the "Newly Started Marvelous Project" in Town?

Today dated 14th of November 2006 early in the morning around 6:30 A.M the group of local bus crew especially in the Chabahil and Gausala areas in Kathmandu did the strike; the reason was not cleared to me but after I talked with some of them on the way to College I come to know that some body had smashed the local bus some other day at the Airport area and they are here after almost 2 days on strike. Not even single vehicles were allowed in those areas. So I have to track back the same path.

When I reached the Maharaj Gung; Chakrapath; near by the Narayan Gopal Choak. I see marvelously managed new project in town and cannot resist without capturing it by my Nokia 3230; i missed Camera there ;)

A. The Citizen of Kathmandu.
B. The Municipality
C. The Nepal Government itself
D. The Local Bus Strike
