Smokers, Beware! Nepal is legislating anti tobacco laws

After the legislation comes into effect, it will be pretty difficult for the smokers openly exhaling smokes in public places.
This shall be an embarrassing news for the smokers and tobacco users in the country. However, Nepal has moved towards legislating anti tobacco laws that will ultimately affect the production, sale and consumption of tobacco. Besides, it will be pretty difficult for the smokers to continue their habit as they have been doing. The House of Representatives has recently ratified the Framework Convention on Tobacco Control (FCTC). This ratification entails certain obligations to Nepal government to make certain laws and formulate policies and plans to regulate and control the consumption of tobacco.

2006: A year of political upheavals and hopes for Nepal

A year that witnessed the largest political uprising and change ever in the history
2006 will be marked as a significant year in Nepal’s political history. This year, Nepal witnessed political upheavals and people’s profound unity for change. The year began with a gloom: King Gyanendra had declared Municipal polls for February eighth and almost all the mainstream political parties had already declared to boycott those polls. That created a situation of close confrontation between the Royal regime and political parties. King Gyanendra stuck to his stance on holding municipal polls, regardless of whatsoever participation of parties and people. And the seven parties agitating against King Gyanendra’s autocratic rule, decided to move head on against him; to boycott the polls at any cost and make them unsuccessful.

The decade long conflict ends after Prime Minister Koirala and Maoist Supremo sign the peace accord.

Saddam Hussein’s execution: How fair?

Former Iraqi President Saddam Hussein has been hanged to death early Saturday morning. He was tried for the charges against humanities during his reign. He was convicted by an Iraqi court on November 5 of crimes against humanity in connection with the killings of 148 people in the town of Dujail. Nepalgunj returns to normalcy after communal clashes

Three days ago, the Kathmandu Post carried an article on the traffic problems in the capital city of the country. It pointed out to the government apathy towards increasing the road network in the city. (See: Apathy feeds road congestion, The Kathmandu Post December 9)
The statistics mentioned in the article presented a scenario how much the government has failed to address the problems of the general public. Following the article, the Everest Uncensored tried to see rush hour traffic at some major road segments in the valley. And the findings were disgusting, of which some are mentioned here.

The CTO in NEC

It was 1974AD, the Nepali rock band playing live in the field of Nepal Engineering College, which lies in Changunarayan, Bhaktapur, an hour drive from the down town. I traveled down there by a Jeep, surprising to me that I didn’t realize the surrounding natural panoramic beauty of NEC at that time, may be cause of the crowd gathered for the rock show and the sweet music centric atmosphere.

This time, it was different. Raj and I were traveling there with our CTO to address a group of students and teachers. I vaguely knew about the discussion topic, but I could easily guess that this could be one of those brand promoting speeches and interaction with students, which we do as a part of our on-campus recruitment event. Needless to introduce Rudra here, Dr. Rudra Raj Pandey, the Chief Technical Officer of D2Hakweye Inc. Boston briefly discussed with us on areas those can be put together to form “Soft Skills” a shape.

Getting ready for dark and shivering cold!

Very soon Kathmandu’s temperature will go below the freezing point and people here will be shivering with cold in the dark nights owing to power cuts
Nepal is second richest country in the whole globe in terms of hydro resources. It has a huge theoretical potential for hydropower, estimated to be in the region of 83 000 MW and the economically feasible potential is assessed at 42 000 MW. However, it has only produced 600 MW. Owing to the lack of financial resources, most of the people are forced to live under darkness in Nepal. Less than 3% of Nepal's rural population has access to electricity whereas the total population having access to electricity amounts nearly to 20%.

Still long way to go …

I was watching a Nepali television channel which on Sunday highlighted the opinions of government negotiator Pradip Gyawali that the Interim constitution will be ready within a few days. This news obliged me to think a little. If I were not wrong, I heard that the interim constitution should have been circulated by November 26th as per the November 8th agreement, and it was December 3rd.
The news added in there that the member of government’s talks team has said the timeline could not be met owing to prolonged discussion over arms management agreement and delay in sending Maoist combatants to cantonments. Minister Gyawali further added since there are no major differences, he expected to finalize the interim constitution soon. At the same time I murmured myself- 'let's hope so… after all this is Nepal. We don’t have other options than strictly following the principle 'wait and see'. The deadline has crossed just a week and let's hope it won’t cross a month or year.

New National Anthem for New Nepal

In the aftermath of the restoration of Democracy, now widely told as Loktantra, Nepal promised to change its previous national anthem which was just a salutation song for the King. Its lyrics was composed by Chakrapani Chalise (Shreeman Gambhira Nepali Prachanda Pratapi Bhupati) and music by Bakhatbir Budhapirthi adopted in 1899. However, the parliamentary proclamation declared to change the National anthem and new national anthem has been recommended by a Committee formed to choose it.

The new national anthem is selected from a total of 1272 different proposed songs from all over the country. As per The National Anthem Selection Task Team (NASTT) the Byakul Maila’s song has led the list. The coordinator and culture expert Satyamohan Joshi said; “we have accomplished the job assigned to us by the bureau” and added there is no partiality in the process; the new National Anthem was selected without knowing the name of its writer.

Forgotten and forgiven evils: Top ten Corrupt Politicians

“Both sides agree to adopt policy to severely punish people amassing properties by means of corruption while remaining in government posts.”
The above mentioned lines are from Clause 3.11 of the Comprehensive Peace Accord signed by the Nepal government and the Maoists on November 21. On those lines, both the sides have expressed their commitments to severely punish those corrupts. However, the latest developments from politics to judiciary are proving that those words also may just be the high rhetoric. Both the sides have failed to convince people that they are really serious on punishing those evils. Some people have taken this as a commitment to punish those remaining in government posts during the Royal regime, while others have taken this just as a tool to eyewash the general public.

A day with the Maoist army

November, the 21st, the government and the Maoists were set to sign the much awaited peace accord. The accord was much awaited because; only this would formally end the Maoist violence in the country. All the people were keenly watching the developments in the capital. My colleagues were also requesting me not to miss the special signing function. Surely, it would have been an opportunity in the life of a journalist to attend the ceremony, because very few in very few countries get the privilege to attend such ceremony where the government and the rebels will declare that they have formally denounced war and will opt for a peaceful politics.

What really happened at BICC (& in my mind) on the Evening of November 21, 2006

Girija Prasad and Pushpa Kamal, flanked by other peacemakers, solemnly sat on the dais as Krishna Prasad thirstily read out the contents of the Comprehensive Peace Accord (CPA).
At times, during the narration, Girija Prasad and Pushpa Kamal whispered to each other and let out restrained smiles. I wondered at the remarks they were possibly making and, at one instance, it appeared to me as if Pushpa Kamal was suggesting Girija Prasad that Krishna Prasad should have brought a cassette player and played a taped version of the CPA instead of going through the pains of croaking.

Maoists continue forceful recruitment

Despite their readiness to sign the peace accord and commitments to come into the mainstream politics, the Maoists have been continuing forcible recruitment for their "Peoples' Liberation Army" (PLA) for the last few days. The reports from various districts across the country said, the Maoists have been intimidating the village youths, many of them school children to join their PLA.

Kathmandu Security in the hand of Metro Police

It has introduced the concept of Metropolitan Police that was launched Friday. The Metro Police, henceforth, will look after the total security of the three districts of the valley i.e. Kathmandu, Bhaktapur and Lalitpur.

Rayamajhi Commission indicts King Gyanendra; will he be prosecuted?

The High Level Probe Commission has implicated King Gyanendra guilty for the suppression of popular movement and embezzlement of state resources. Preliminary media reports quoting highly placed source at the Commission said the Commission has found King as the Chairman of the then Council of Ministers guilty for the atrocities. The Commission has also indicted around 170 persons including the King, then ministers, security officials and regional administrators as guilty of oppressing the People's Movement.

Who should be Punished for the "Newly Started Marvelous Project" in Town?

Today dated 14th of November 2006 early in the morning around 6:30 A.M the group of local bus crew especially in the Chabahil and Gausala areas in Kathmandu did the strike; the reason was not cleared to me but after I talked with some of them on the way to College I come to know that some body had smashed the local bus some other day at the Airport area and they are here after almost 2 days on strike. Not even single vehicles were allowed in those areas. So I have to track back the same path.
When I reached the Maharaj Gung; Chakrapath; near by the Narayan Gopal Choak. I see marvelously managed new project in town and cannot resist without capturing it by my Nokia 3230; i missed Camera there ;)

It never wanted the Maoists came into the mainstream politics. However, after Wednesday’s deal it seems finding very little things to support its stance.

PM alerts against reactionary forces, International community hail the deal (Update)

Prime Minister Girija Prasad Koirala has urged all parties to remain cautious against the reactionary forces, warning they may try to make the understanding failure.. Informing the House of Representatives about the Historic deal with the Maoists, the Prime Minister said if anyone plots any conspiracy against the historic agreement that will create the most terrible situation and dishearten the aspirations of all the people.

Evils of the nation: Top Ten defaulters uncovered

This year’s annual budget for Nepal’s 25 million population amounted just 143 billion rupees. However, 53 Business groups and individuals have defaulted 25 billion rupees with two largest banks of the country. The money was deposited at the banks by the individuals who worked hard to earn their two squares of meal. Those groups borrowed the money from Nepal Bank Limited (NBL) and Rastriya Banijya Bank (RBB). Both the banks are the government owned and the money kept there is people’s trustee. But no serious measures have been opted to make the defaulters to repay the money so far. For the first time, Nepal Rastra Bank, the central bank of the country made public the name of 53 largest defaulters this August.

After the historic understanding between the Maoists and the seven parties Tuesday night, Nepal has ushered into a new era of peace and prosperity
Finally, they did. Seven months of internal homework and diplomatic exercises, five rounds of summit talks three rounds of formal talks and dozens round of informal talks between the Maoist and the government talks teams and 21 hours of rigorous discussions during fifth round of Summit talks that began Tuesday have resulted into a historic agreement. The historic Summit talks between the Seven Party Alliance (SPA) and the Maoists have finally reached an understanding paving way for formal entry of the Maoists into the peaceful political mainstream. The six point understanding agreement has addressed all the major issues including fate of monarchy, arms management, interim constitution, interim legislature, interim government and electoral system for Constituent Assembly.

Civil society gathered outside the talks venue to give pressure for the early settlement of the issues.

CPI 2006 - Nepal Ranks 121st

Transparency International’s Corruption Perception Index (CPI) 2006 is out, and I guess we Nepalese can be glad that we haven’t done any worse than before. But then, we haven’t done any better either. Nepal still has a score of 2.5 (10 being the least corrupt) and ranks 121 out of 163 nations. Bangladesh and Pakistan fare worse than us in South Asia. Most of the countries worse off than us are ‘failed states’ and extremely poor countries with a bad track record of human right abuses (like Iraq, Myanmar, Haiti and Sudan). The ranking is done on the basis of how rampant the people perceive corruption to be in the country.

Shame on Kathmandu people: Holy Bagmati turning into a repository for sewage and garbage

Bagmati is a sacred river to all the Hindu populace. It resides Pashupatinath, the holiest of all Shiva shrines, the ascetic God of Hindus, at its lap. It used to be the source of livelihood to people, fauna and flora living in the valley and down stream. It is still thought as a Holy place for Hindus to cremate, especially the Aryaghat. Thousands of people throng to Pashupatinath, with also the hope to take a dip into the river and take (drink) Jala (Sacred Water) from the river. When they see the pollution, many of them, I think abandon their thoughts. Yet, Bagmati water near Pashupatinath has been made cleaner.

Peace process towards a 'logical end'

Despite the delays, the peace process in this week seems moving towards a logical end. Continuous consultations by both the sides; the seven parties and the CPN Maoists and the reactions indicate progress in the peace process. The confidence among each other also seems increasing. Maoist Supremo Prachanda, after consulting with the Prime Minister on Sunday, said that since “fruitful dialogues are going on” he expects all the matters to be settled within a week.

Chhath: The biggest festival of Mithilanchal people

The word “chhath” denotes the number 6 in Hindi. The festival is marked for four days beginning from the sixth day of the Hindu lunar calendar month of Kartik. The festival of Chhath begins immediately after Tihar. It is the greatest festival of Mithilanchal (Janakpur area) people who speak Maithili. This year it began on Thursday and ended Sunday.

The Time for Illumination

The festival of lights; TIHAR is one of the most sparkling and shining festivals of Hindus. The festival symbolizes for the wealth, light, prosperity, and peace; as we worship “Goddess Laxmi” and different appearance of the “Yama”. Throughout the fete the entire Nepalese house, village, cities and country itself will glitter with the decorated lit oil lamps, candles, electric bulbs etc. The night view of the Kathmandu in the day of “Laxmi Puja” is the view never has to miss from the top of the city; “swambu stupa” looks like a sparkling precious bowl.

Delayed Talks, Desperate people and Dipawali festival

After the summit talks commenced between the Seven Party Alliance and the CPN Maoists, people thought Nepal’s transition is shortening. They cultivated hopes that decade long conflict will soon come into a formal end and Nepal will enter into the age of peace and prosperity. The first day declaration of constituent Assembly Polls by Mid June next year enlivened those hopes. Besides, the high rhetoric of the government and Maoist negotiators made people think that something is being cooked and they’ll soon be informed.

Bordering the flatlands of the Tarai to the immediate south, Palpa's high hills command an impressive view of Nepal in all directions with the great Muddy Valley in the west and the powerful Kali Gandaki along its northern border.

Tihar Grandeur I: Let’s use Tihar instead of Dipawali

Traffic accidents claim 11 lives Friday morning

Two separate bus accidents have claimed 11 lives in the last 24 hours. In a terrible bus accident at Prithvi highway, 10 passengers, including a woman and two children, have been killed. 46 others have been injured when a passenger bus veered off the road at Mahadevbesi of Dhading early morning Friday.

KMC’s new project: Dumping site at Putali Sadak

Black day: 9/23

Cost of one’s life

No sooner Deputy Prime Minister Amik Sherchan convinced the agitators at Bhadrakali and Maitighar to call off their protest programs on Monday, the protests spread early morning at the outskirt of the valley at Koteshor. Relatives of Bivek Sharma Luintel who is reportedly abducted since September the 9th, abruptly came on the street and obstructed the vehicular movement. Thousands of office goers, students, pedestrians were astounded by the jam. Most of them had to walk on foot, delayed at their destination. Not only this, the jam continued nearly for four hours. Police was a dumb spectator. People were embarrassed by those activities. Protestors were not only demanding the whereabouts and release of the child but resignation of the Home Minister. Can the latter demand ever be justified?

Fuss for nothing

The 17th National Conference of ANNFSU Revolutionary, the Maoists’ student outfit, is underway in the capital. The Conference will last for four days beginning from 18th September. The speakers at the Conference asserted the role of the CPN Maoists on making Jana Andolan II a success. They, in strong words, demanded that consensus in the political package is reached very soon. However, none of them tried to review the role of the organization for the educational development of the country in the last three years. If we independently evaluate the role of the organization, it has never succeeded to accomplish the organizational goal. Indeed, it has become a mere follower of the party’s policies. If we review, the outgoing President Lekhnath Neupane’s working committee has succeeded just on shutting down nearly a hundred boarding schools at rural parts of the country and it might have played a significant role on collecting ‘donation’ for the party. As it was difficult for the Party cadres to go in public, those students were mobilized for collecting the ‘donation’. Plus, they played significant role on turning the schools on temporary barracks for Maoist guerillas.

Defying the government

Finally, the government was obliged to do something. There has been hardly any day without some sorts of strike or traffic jams in the capital in 120 days after the success of democratic movement. It was very difficult for anybody to reach the desired destination on given time. The valley was thrilled with series of lootings immediately following the success of the movement. Later, those acts turned to the acts of vandalism and murders as well. And Kathmandu streets witnessed series of traffic obstructions and strikes in the recent days. The government fuelled the fire by giving in to some of the very irrelevant demands as well.

Lessons from Lebanon

The picture stares out at me from the computer. It is of a child, a dead child. She is being carried by a middle-aged man. He extends her towards the camera. Her arms are stretched to the sides, eerily resembling Christ’s crucifixion. Grey dust covers her hair. Her head looks down. The man holding her is looking to the side, his flushed face both angry and grieving.
It is a picture from Qana, Lebanon. This is where, it is believed, Jesus performed his first miracle by converting water to wine. No miracles anymore though. The last time Qana made the headlines was in 1996 when Israeli bombs killed 100 civilians taking shelter in a UN building. On Sunday, July the 30th, again, at least 54 civilians including 34 children were killed in the town in indiscriminate Israeli bombings.

A Maoist Ploy

The Seven Party Alliance (SPA) should be very careful of what they are getting into. The strike which they have started seems to have gone out of their hands. Activists have started going house to house asking for at least one participant from each family and have asked private businesses to close down forcefully. People have to participate by will, not by force. These tactics are definitely not democratic but rather resemble that of the Maoists.
